as these busses sit submerged in flood waters, you have to wonder why the mayor of new orleans decided NOT to evacuate his citizens with these, Once, perfectly functioning busses. now there are nearly 300 completely useless busses.

The mayor has to bear the brunt of responsibility for not executing it. After shit hit the fan, he knew his arse was in a hot seat and naturally felt it best to blame the feds (when it was up to the city govt to execute the plan, and feds, who could not interfere without a request from the state. Hopefully, his fingerpointing will only stave off the inevitable.
