yeah, i know V fox is somewhat liked by them, but comon, at least elect someone who will fund the basic civil prodjects. they arent that wide where reaching the center of the country is a hard thing (like say getting water supplies to kansas).

It's not about reaching part of the country, read this:

It's a common problem in areas that have and are urbanizing at such a rapid rate to begin with...all people care of is getting it, not making sure they will still get it in 10 years. So a growing city will suck it's environment dry, and with 20 mln people that doesn't take too long to achieve. I don't think it's Fox's fault, though if he is to concentrate on the problem he'd better make sure the quality of the tap water goes up, and get some help to get environmental policies in place that aim to regenerate nature around the city which may eventually lead to a stable source of water, provided it is used wisely.
