what does it mean when a .PNG file has a 'transparent' background
and how do you make it this way?!

what's the difference between this and a regular .PNG file? is it something visually different or some kind of coding/tags added after the fact?

a .png with a transparent background is basically an image file where the white space/empty space of the image is transparent and so placing the image on a webpage with ANY background color will display the bg color through the empty space of the image.
